Embedding Private Sector

Customs and other border agencies engage in a delicate balancing act, protecting their countries from countless threats, helping to keep their citizens safe, while also maximising trade flows and revenue collection.

Given the billions of dollars of goods crossing borders each day, their task would be impossible without extensive private sector collaboration, with compliance rewarded and violations penalised.

The world relies on trade – making it responsible, safe and frictionless is in everyone’s best interest – countries, businesses, and consumers. Self-regulation and informed consent have changed the broader trading environment, recognising borders as a shared responsibility. Yet there remains plenty of scope for improvement, particularly in low and middle-income countries.

The Alliance’s public-private partnership approach facilitates ongoing, sustainable engagement among key stakeholders in developing countries, including participation in public-private dialogues, working groups, and project steering governance to formulate and implement jointly agreed solutions to identified problems.

Faster, more cost-effective clearance benefits businesses of all sizes, particularly resource-strapped MSMEs already facing significant challenges to expansion. Navigating complex border procedures means time and cost for traders, pushing global markets further out of reach for many small businesses.

The Alliance works in agile, responsive ways to support countries in implementing diverse trade reforms, varying in length and complexity.

Our lean operation allows us to move quickly when scoping new projects and commissioning feasibility studies, with swift approval for valid proposals.

Our public-private partnership approach maximises buy-in from all key stakeholders before the start of every project and we nurture collaborative effort throughout to successful, sustainable completion.

Measuring Results

The Alliance takes pride in delivering exceptional work, and we want to ensure that our efforts are making a difference. We measure progress throughout every project lifecycle, keeping everything on track and capturing a broad range of quantitative impacts, both actual and potential.

Our Monitoring & Evaluation team also works closely with in-country project managers at every stage from inception to completion, compiling and contextualising the many qualitative aspects of our work, including sustainable increases in trust between public and private sectors.

To measure time and cost savings, we use standard Business Process Analysis and our bespoke Total Trade and Logistics Cost (TTLC) methodology, originally developed by A.P. MøllerMaersk A/S. We capture both direct and indirect costs to provide an accurate assessment.

The Alliance takes full advantage of modern technology, optimising the safe cross-border flow of goods by digitalising paper-based procedures that are no longer fit for purpose.

Digitalisation, the lifeblood of Alliance projects, enables simpler, faster and more cost-effective trade, underpinning comprehensive change management initiatives implemented through public-private partnership.

We actively seek fresh ideas from logistics providers, business leaders, entrepreneurs, software developers, academics, and other relevant stakeholders.

We hold online and in-person consultation, covering a wide range of issues, including food security, climate action, and e-waste.
